San Francisco recently passed a panhandling law according to which it is illegal to panhandle on traffic dividers, highway ramps and 20 feet from any ATM.
In addition, the law focuses on homeless people and instead of throwing them in jail it sends them to drug-diversion programs for those addicted to drugs and mental-health programs for those who are mentally ill.
The panhandling law enforcers are going easy on the homeless by giving them a verbal warning upfront and letting them off or taking them into one of the two correctional units.
